MOBI.E is a Portuguese state-owned company that has been spearheading the energy transition through electric mobility since 2015. As a neutral and independent market orchestrator, MOBI.E has been a key player in the national ecosystem, managing the energy, financial, and information flows of the National Charging Network.
At the core of our operation is the Mobility Management Platform (MMP) a pioneering e-roaming and energy hub. The MMP ensures full interoperability across more than 18,000 charging points (14,000+ of which are publicly accessible), spanning every municipality in the country, with the remainder being privately accessible. This platform is provided under equitable conditions to all Electric Mobility Service Providers (EMSPs) and Charging Point Operators (CPOs), fostering a transparent and competitive market.

What was the inspiration behind creating Portugal’s national electric mobility network?

- Trust Ecosystem: This strategy triggers a virtuous cycle: EVUs gain confidence and convenience; the CPOs maximize asset utilization; and EMSPs can scale their market reach. Ultimately, this fosters a highly competitive environment where a level playing field ensures equal access for all. This solution offers unique flexibility, granting players the freedom to define their own strategic role – whether as a CPO, an EMSP, or both.

How does the charging network help drivers of electric and plug-in hybrid vehicles?
We put the EV User at the centre of our concerns, through a fully interoperable system, based on five strategic pillars:
Universal Access: One single contract or app grants access to every station nationwide — no hidden “loyalty” fees, just pure mobility.
Reliability and real time data: The MMP acts as the network central nervous system, monitoring charging points information in real time. By providing a “single source of truth” to CPOs, EMSPs, DSOs and EV Users, we eliminate data silos. This transparency empowers companies to optimize their O&M costs, while providing EV Users with accurate information they need for seamless trip planning, drastically reducing range anxiety.
Innovation and integration: The system enables CPOs, EMSPs, DSOs, and municipalities to thrive within a unified ecosystem, with shared rules and integrated data. A standout innovation is our “consumption segregation” capability, a game-changer for fleets and multi-unit buildings. By integrating both public and private charging within the same professional solution, we ensure total parity in usability. Whether at home, at work, or on the road, the
EV User enjoys a seamless experience: one single contract, one app, and common billing for all charging events. This total integration organizes the market and facilitates the development of pilot projects, such as Smart Charging, ensuring the charging EV network and the power grid evolve in perfect harmony.
Trust through Literacy: By integrating everything into one cohesive system, we’ve made EV adoption more intuitive rather than intimidating, since consumers know where to find the information they need to travel in an electric vehicle.
Proven results: The results speak for themselves. Portugal is now among the European countries with the highest rate of electric vehicle adoption, with around 40,9% of vehicles sales being 100% electric and plug-in hybrids (ACEA data, December 2025).
The use of the national charging network grew in 2025, with around 56% growth in users, charges, and energy consumed. With more than 100 CPOs, 36 EMSPs, and 75 manufacturers integrated into the system.

What are the most significant environmental benefits MOBI.E has achieved so far?
The most important and visible factor is undoubtedly the sales of electric vehicles, especially BEVs, which place us at the forefront among European Union countries with much lower levels of public investment than others.
This success then brings positive environmental impacts with significant increases in CO2 emissions savings, which rose by 57% in 2025 and by 16% in the first month of 2026 compared to the same period last year.
Thus, Portugal is doing its part and contributing significantly to the achievement of the carbon reduction targets set by Europe.
